The Otay Mesa Detention Center sits in the same county, and someone booked into a county jail here can be transferred into immigration custody quickly. How long before someone shows up in the San Diego County search?

Booking takes time. It is normally a few hours between an arrest and the person appearing in any public search, and it can be longer if the arrest happened overnight or at a weekend. An empty result in the first few hours does not mean something has gone wrong.

What if the search stops showing them?

That usually means a transfer rather than a release. People are moved between city and county jails, picked up on federal holds, or handed to immigration, and each move removes them from the system you were checking before they appear in the next one. A county jail can hold someone for immigration after their local case is resolved, and at that point the county search stops being the right place to look.
